Traffic today begins to apply fines according to new violation plans

The Saudi Traffic Authority announced that, as of today, all the electronic procedures will be implemented as from today the application of the fines set out in the infringements tables provided for in Article 68 of the Traffic Act.

Details of the changes are as follows:

Article 1:

The provisions of this Act and the Schedules attached to it and its regulations apply to vehicles of all kinds, drivers and passengers, and pedestrians and animals.

Article 2:

A minor traffic accident: results in property damage – private or public – and does not lead to damage requiring emergency treatment.

(B) Serious road accident: results in loss of life, injuries requiring emergency treatment, or both, or serious injury.

(C) Taxis.

3. Diplomatic and consular plates.

4- Temporary paintings.

5 – Tiles of public works vehicles.

6- Export plates.

7- Motorbike boards.

8. Plates of acquisition of old historical vehicles.

The list should specify the categories of these plates and their specifications, the conditions for their issue and how to keep them.

Article 8:

(C) Every owner of a vehicle is required to insure his vehicle. Regulations shall lay down the rules regulating this. "

Article 14:

A- The validity of driving licenses for vehicles of all kinds shall be in accordance with the provisions.

Article 16:

The transfer of owner fees shall not be charged on the vehicles sold to disassemble them and the use of their parts.

Article 17:

The vehicle owner may only allow third parties to lead them by mandate, in accordance with the procedures specified in the Regulation.

Article 20:

The Interior Minister shall grant inspections and procedures for deviation in road accidents, towing and reservation of vehicles and certain other traffic services for the private sector in accordance with the rules laid down in the Regulations.

Article 21:

B – Vehicle sales show:

1 – Allow the output of the vehicle sold before ownership has been completed.

2 – Provide models of sales contracts for the exhibition or seal for others or implement sales contracts outside the exhibition limits.

3 – Agreement on the sale of vehicles with damage to the outside before repair without the consent of the competent department in accordance with the regulations.

4- Infringement of any of the terms and conditions specified in the regulation.

5. Changes, alterations or abrasions in the sales register, and the correction shall be proved if necessary at the exhibition show of the change.

6- Sell or rent the exhibition without the approval of the competent department.

7 – Show any vehicle in the exhibition with safety restrictions that prevent the completion of the sale.

Article 36:

7. Completion of training times in driving schools and driving tests. The regulation should specify how many training times are required, the test for each license and the conditions for performance.

Article 38:

1. The competent department shall regulate the issue of international licenses, transit books and temporary check in accordance with the regulations.

2. A person who contravenes the provisions established by the competent administration in accordance with paragraph 1 of this Article shall be fined on a maximum of one hundred thousand riyals. The regulations shall establish a classification of such offenses and corresponding penalties, taking account of the proportionality of the infringement and the fine.

3. If the violation is repeated within one year from the date of the first infringement, the penalties shall be punished by at least half the fine according to paragraph

If the infringement is repeated for the second time within one year after the previous offense has been committed, the penalty shall be punished by double penalty or revocation of the license.

Article 41:

The validity of driving licenses of all types shall be in accordance with the rules.

Article 47

1. Driving Schools may not be established or operated except with a license from the competent administration. Drivers may only be licensed.

A special regulation issued by the Interior Minister shall lay down the rules governing this.

2. A person who violates the provisions of paragraph 1 of this article shall be responsible for one or more of the following sanctions:

A – Warning.

B – A fine of no more than two hundred thousand riyals.

C – Suspension of license or license for a period of no more than six months.

The Regulation shall establish a classification of crimes and corresponding penalties, taking account of the proportionality of the infringement and the fine.

3. If the infringement is repeated within one year of commencement of the first violation, the criminal shall be punished with double financial penalties as provided for in the first place or to impose penalties

In accordance with paragraph 2 of this article. If the infringement is repeated for the second time within one year of the commencement of the previous violation, the sentence shall be punished by double penalty or revocation of the license or both.

Article 50:

Road transport regulations must be followed according to the regulations and regulations.

Article 50a:

Article 61:

Article 62

1. A person who commits a traffic accident or excessive and leads to a member's death or disappearance or termination of his or her benefit or part thereof shall be punished for imprisonment for a maximum period of four years and fines not exceeding two hundred thousand riyals or one of These two penalties without prejudice to the Special right.

2. A person who commits an aggravated or excessive traffic accident caused by an injury lasting more than fifteen days shall be imprisoned for a maximum period of two years and fines not more than one hundred thousand riyals or one of these two penalties without affect the determination of the right.

3. Except as provided in paragraphs 1 and 2 of this Article, any person committing an unreasonable or unreasonable traffic accident shall be referred to the competent court in accordance with the usual procedures to take account of appropriate punishment against him without prejudice to determination of the right. Article 63:

1. Subject to the provisions of Articles 61 and 62 of this Act, all drivers involved in a traffic accident shall stop the vehicle at the scene of the accident and inform the competent authority and provide assistance in the event of an accident. He shall fin a maximum of ten thousand riyals or prisons for a term not exceeding three months, or both.

The vehicle can be moved from the accident site in cases specified in the regulation.

2. The punishment provided for in paragraph 1 of this Article shall be punished by any person who commits any of the following documents:

B) To make a traffic accident.

Article 64:

The penalty shall be fined for at least ten thousand riyals and no more than fifty thousand riyals for the first time with the closure of the workshop for a period not exceeding three months. If the infringement is committed for the second time, the fine shall be doubled for the first time with the closure of the workshop for a period not exceeding six months, and if the infringement is committed for the third time, the fine was fined in the second time at the end of the workshop.

Article 65:

It is not allowed to sell damaged vehicles or purchase it – or any part thereof – except in accordance with the rules laid down by the competent administration. Article ninety nine

Without prejudice to the more severe punishment provided for in another law, any person committing any of the offenses listed in the crimes tables attached to this Act shall:

(1) A fine of at least one hundred riyals and a maximum of one hundred and fifty riyals in respect of the offenses specified in the irregularities Table No. 1 attached to this Regulation, in addition to the reservation of the vehicle if the driver can not be reached or not, by the table itself.

(2) A fine of at least one hundred fifty riyals and no more than three hundred riyals in respect of the irregularities listed in the List of Irregularities No. 2 attached to this Act, except for the seizure of the vehicle until the infringement has been removed for violation No 15 in the same table.

3- A fine of at least three hundred riyals and no more than five hundred riyals in respect of the irregularities stated in the list of infringements (3) associated with this system.

(4) A fine of at least five hundred riyals and no more than nine hundred riyals in respect of the irregularities specified in irregularity table no. 4 attached to this Regulation, in addition to the reservation of the vehicle if the driver can not be reached or not in respect of violation 20, and book the vehicle until the infringement has been removed for infringements from 21 to 25 in the same table.

8. A fine for those who exceed the specified speed on the road, in accordance with Table (8) attached to this Act.

Article 72:

(B) A person who contravenes the provisions of Article 21.2b, paragraphs 1, 2, 3 and 4 of this Act shall be liable for the first time to a fine of a thousand five hundred riyals. If the infringement is committed for the third time, the fine shall be fined 8000 riyaler with the sale of the vehicles closed for one month. If the crime is committed for the fourth time, the exhibition license shall be interrupted.

(C) A person who contravenes the provisions of Article 21 (2) (b), 5, 6 and 7 shall penalize at least ten thousand riyals and no more than fifty thousand for the first time. In the event of a second infringement, the amount of the fine shall be doubled for the first time. If the infringement is committed for the third time, the amount of the fine will be doubled for the second time, as the sale of vehicles will close for one month.

Article 73:

1. Traffic violations shall be determined by the authorities issued by the Interior Minister pursuant to Article 66 of this Act

2. Subject to the provisions of Articles 74, 75 and 77 of this Act, the crimes shall be registered to a minimum and may be registered at their higher limit in case of deterioration by decision of a committee or committees which constitute the Minister. Article (74)

The competent administration shall, at the time of the infringement endangering public security for the second time within one year from the date of the first infringement, impose the maximum limit on the perpetrator. In the case of forced labor in the same year, the offender shall refer to the competent court of prison for up to one year, unless the court considers that the fine is doubled. The regulation shall indicate crimes which endanger the public safety and procedures for referring the guardian to the court.

Article (75)

1. The offender is entitled to challenge the infringement before the competent court within 30 days of the date of notification of the infringement. The regulation defines how to inform the offender of the violation. The court may consider the objection after such a period if the opposing party expresses an apology to be satisfied with it.

2. Subject to paragraph 2, paragraph 73 of this Act, after the time prescribed for opposing the violation referred to in paragraph 1 of this Article without objection or if the competent court refuses to challenge the offense or judge. 3. If the offending breach is accumulated against the offender without paying fines deriving from it, the competent department shall inform the offender by means of such funds. Article seventy-seven:

Article 77:

1. Vehicles reserved by the competent administration shall be sold by public auction because their owners have committed traffic violations that require seizures in accordance with the provisions of this Act or those reserved for road accidents if their owners or authorized persons or one of the heirs do not review them within 90 days of their arrest. The fines of the vehicle and the fees for revocation and purchase of the selling price and the balance shall be deposited with the government's public authority on funds from minors and the like by the owner or heir's secretariat and determine the regulatory procedures for the sale of these vehicles.

11- قيام سائق مركبة الطوارئ باستعمال المنبهات الخاصة بها من غير ضرورة.

12-عدم إعطاء افضلية المرور في ملتقيات الطرق أو تقاطعاتها لسائق المركبة المتقدم على غيره في حال عدم وجود لوحات تنظم ذلك.

13- عدم قيام السائق في حال تغيير اتجاهه بالدوران للخلف بإعطاء أفضلية المرور للمركبات القادمة من الاتجاهات الأخرى.

14- عدم قيام السائق في حال إغلاق جزء من الطريق باعطاء الأفضلية لمن كان طريقه مفتوحا.

15 عدم قيام السائق الذي يرغب في تغيير مساره باعطاء الأفضلية لسائق المركبة التي تسير في اتجاه مستقيم في حال سير المركبتين متحاذيتين بشكل متواز.

16 عدم إعطاء أفضلية المرور للمركبات القادمة من طريق رئيسة في حالة تقاطعها مع طريق فرعية أو طريق ترابية.

17 عدم إعطاء أفضلية المرور لوسائل النقل العام كالقطارات أو الحافلات وما في حكمها في حال سيرها على المسارات المخصصة لها.

18- نقل الركاب في الأماكن غير المخصصة لهم في المركبة.

19- استخدام السائق بيده اي جهاز محمول أثناء سير المركبة.

20- الوقوف في اماكن وقوف ذوي الاحتياجات الخاصة من غير هذه الفئة المسموح لها.

21- وضع كتابة أو رسم أو ملصق أو أي بيان آخر على جسم المركبة دون موافقة الجهات المختصة.

22- تسيير مركبة تحدث تلويثا للبيئة على الطرق العامة.

23- تظليل زجاج المركبة دون التقيد بالضوابط التي تضعها الإدارة المختصة.

24- استعمال المركبة لغير الغرض الذي رخصت من أجله.

25- عدم تغطية الحمولة المنقولة وتثبيتها.

جدول المخالفات رقم (5)

الغرامة المالية (1000-2000) ريال

1- دخول الشاحنات والمعدات الثقيلة وما في حكمها إلى المدن أو الخروج منها في الأوقات غير المسموح بها.

2- قيادة المركبة برخصة قيادة لا تتناسب مع حجم المركبة ونوع استخدامها.

3- الوقوف على خطوط السكة الحديدية.

4- نقل عدد من الركاب يزيد على العدد المحدد في رخصة السير.

5- رفض إبراز الوثائق الخاصة بالسائق أو المركبة للمصرح لهم الاطلاع عليها.

6- قيادة المركبة بلوحات غير واضحة أو بها تلف.

7- سير المركبة بلا لوحة أمامية.

8- عدم إنهاء إجراءات تعديل مجال استعمال المركبة.

9- عدم إخراج المركبة المعدة للتصدير خلال المدة المحددة.

10- عدم ارتداء الخوذة أثناء قيادة الدراجة الآلية.

11- قيادة المركبة قبل الحصول على رخصة قيادة أو في حال سحب الرخصة.

12- ترك أجسام على الطرق العامة تعرض السلامة العامة للخطر.

13- عدم إعطاء أفضلية المرور لمركبات المواكب الرسمية أو الطوارئ.

14- القيادة على أكتاف الطريق أو على الأرصفة أو المسارات التي تمنع القيادة فيها.

15- النزول أو الركوب أثناء سير المركبات.

16- عبور المشاة للطرق السريعة.

17- التجاوز في المناطق التي يمنع فيها التجاوز, مثل المنعطفات والمرتفعات.

18- عدم وجود إنارة جانبية أو عواكس أو سواتر للشاحنات والمقطورات.

19- عدم استخدام الأنوار اللازمة عند السير ليلا أو في الأحوال الجوية التي تكون فيها الرؤية غير واضحة.

20- عدم تثبت اللوحة في مكانها المصصص.

21- التجمهر في مواقع التفحيط.

22- زيادة أبعاد الحمولة المنقولة لمركبات النقل الثقيل على الحد المسموح به.

23- إجراء أي تعديل أو إضافة على جسم المركبة أو هيكلها, يغير معالمها أو تجهيزاتها الأساسية دون اتخاذ الإجراءات النظامية.

24- قيادة المركبة دون توافر التجهيزات اللازمة, مثل المكابح والأنوار وما في حكمهما.

25- استخدام لوحات غير صادرة من الإدارة المختصة.

الغرامة المالية من (3000-6000) ريال

1- تجاوز إشارة المرور الضوئية أثناء الضوء الأحمر.

2- تجاوز حافلات النقل المدرسي عند توقفها للتحميل أو التنزيل.

3- العبث بعلامات الطريق أو العاكسات أو الشاخصات المنظمة لحركة السير.

4- عدم الوقوف عند مراكز الضبط الأمني ​​أو نقاط التفتيش أو عدم الوقوف للدورية الأمنية عند وجود توجيه أو علامة توجب الوقوف.

5- استخدام أجهزة غير مصرح بها في المركبة أو وضع شعارات أو ملصقات تتنافى مع الآداب العامة.

6- قيادة المركبة بالاتجاه المعاكس لحركة السير.

12 تسيير مركبات الأغغل العامة على الطرق قبل اتخاذ الإجراءات اللازمة لتلافي أضرارها, بما في ذلك عدم وضع الشرائح العاكسة على جانبي مؤخرة المركبة.
