According to the draft budget, which must be approved by December 31, 2020 doctors will receive a series of health equipment with which they can perform diagnostics at the first level. These are mostly devices such as electrocardiograms, cardiac holders, which record the electrical activity of the heart 24 hours a day, and then retinographic devices, which can study and monitor the development of possible retinal pathologies. With others, it will be possible to perform a polysomnography, evaluate changes in the brain, muscles, heart, breathing activities that occur during sleep. The doctors' studies will also be able to provide tele-care, tele-health, tele-monitoring, tele-dermatology, thanks to the connection to the database and consult a specialist. For the purchase of this instrument, the Budget Act has provided a contribution of EUR 235,834 million. However, the units will not be purchased by individual doctors. Indeed, Article 55 (2) of the Act states that "the medical equipment referred to in paragraph 1, owned by the health authorities, is made available to general practitioners by methods identified by the companies themselves".
REPORT In essence, the amount was calculated given that approximately 46,243 general practitioners are active in the national territory, as indicated by the statistics for ENPAM for 2017. The recipients' audience is not indifferent: according to the statistical yearbook of the National Health Service for 2017, each general practitioner is calculated on average at the national level, there is a load of about 1,111 resident adults. Especially for the northern regions, with the exception of a few cases, the deviations from the national average are positive. In all the southern countries, with the exception of the Sardinia region, the potential burden of general practitioners is lower than the national average. The lowest is the Basilicata region with 1,037 adult inhabitants per physician.

GOAL
The new diagnostic path at the first level entrusted to the general practitioner has an exact goal: according to the illustrative report to the Integrated Budget Bill for 2020 and 2022, it should in fact "reduce the burden on healthcare facilities while reducing the list phenomenon to wait". That is why "financial resources are made available to the technical inheritance that aims to provide citizens, through the primary care physician's professional activity, services at the first level". Therefore, the government intends to go more and more towards a local medicine. "The changes in the demand for health and social well-being related to the changing conditions of the present and future population, of the social context (technical / demographic / epidemiological revolution), highlight – the report emphasizes – the need for a radical paradigm shift in aid, to an increasing extent develop a proactivity and proximity strategy that can prevent and anticipate the pejorative development of diseases and maintain health ».
The transfers for the benefit of the regions will be arranged on the basis of a needs plan that must be approved by a decree from the Minister of Health by 31 January 2020. However, in order for the plan to succeed, the timeliness will be fundamental. "The effectiveness of the measure – the Court warns – will of course depend on the speed of its implementation".
