In it was arrested Darius Messer, known as the "money changer". Tuesday's action, which still sticks to the arms trade and illegal cigarette smuggling schemes, triggered from Messer's arrest.
Cartes and Messer's operations have been overseen by various US agencies for two decades from Asuncion and Ciudad del Leste, on the border with Brazil, Paraguay and Argentina. The partnership with the former Paraguayan president was confirmed by Messer's former Brazilian partner, Lucio Bologna Funaro, in charge of laundering corruption money from the political group led by former Mayor Eduardo Cunha (MDB-Rio).
Fairs would be a hidden member of Cartes in Banco Amambay, now Basa Bank, as indicated by the Paraguayan Congress's Bicameral Investigation Commission, in a report in April last year. Headquartered in Asuncion, the bank has 3% of the total declared bank deposits in Paraguay and was born from the Amambay Money Exchange, founded by Cartes father Ramón, who in 1989 gave Messer some control.
It was precisely in the 1990s that Messer entered the dollar business thanks to his father. At that time, Cartes was a refugee from the courts for currency deductions and was welcomed in Rio by Mordko Messer, the money changer's father. Thereafter, the long-term partnership in currency transactions was sealed. In addition to working in the foreign exchange market, the former president became a tobacco millionaire and even led a football team. He entered politics for the Colorado party in 2008 and five years later reached the Republican presidency in Paraguay.
Cartes once stated that Messer, who has Paraguayan citizenship, is his "soul brother." While controlling Paraguay, the money maker's business succeeded. A survey of assets from the Paraguayan government shows that Messer has built nearly $ 100 million in equity.
